The Aurora Local Emergency Planning Committee

The creation and responsibilities of the LEPC are mandated by the Emergency Planning and Community Right to Know Act (EPCRA), a federal law intended to safeguard communities from chemical hazards and disasters. The Aurora Local Emergency Planning Committee (LEPC) has three main functions:

  • Work with local responders that need access to companies' chemical inventories so to do their job safely

  • Provide input into and development of a community emergency response plan

  • Provide companies and the community information with resources and information about chemical hazards

TIER II REPORTING CHANGE:

Beginning Sept. 30, 2015, Colorado implemented a single-point submission process for Tier II reporting. Companies and facility operators are now required to send electronic Tier II reports directly to the State and not to the local LEPCs. The state will send Tier II reports to the LEPCs accordingly. The Aurora LEPC requests companies and facility operators to send reports to the state only and not to the Aurora LEPC. The same reporting requirements apply, which are:

  • Reports are due by March 1 annually

  • Companies are required to report if they hold 10,000 pounds or more of a potentially hazardous substance. There are exceptions to this requirement based on the type of chemical. 

Membership

Aurora's LEPC is a voluntary committee made up of a variety of partners and stakeholders, including Aurora Fire Rescue, the city of Aurora's Planning Department, Aurora Public Schools, Buckley Air Force Base, Cherry Creek School District, the Environmental Protection Agency (EPA), Tri-County Health Department, Adams County LEPC, the University of Colorado Hospital and others.

Activities/Meetings

Aurora LEPC meets the third Wednesday of every odd-numbered month, from 9:00 to 11:00 a.m. Location is subject to change. Check out the Aurora public meetings calendar for location updates.

The Local Emergency Preparedness Committee (LEPC) will meet on November 20
, 2019 from 9:00 – 11:00 AM in the Eagle Room located on the fourth floor of the Aurora Municipal Center.
