The Fletcher Plaza Urban Renewal Plan was first adopted Jan. 27, 2003. The original Plan did not include a Tax Increment Financing Area; however, it indicated that one could be created in the future by way of a plan amendment. In 2014, the plan was formally amended, and a tax increment area (TIF Area No. 1) was create within the center core of the plan area along East Colfax Avenue, extending from North Dayton to North Elmira streets and consisting of the equivalent of a square block. The TIF area dedicated incremental use and sales taxes generated within its boundaries to the Aurora Urban Renewal Authority to assist with necessary building renovations required to attract and accommodate the addition of several new businesses/restaurants to the district. The addition of new restaurants was key to diversifying the commercial base and supporting the growing base of theater and arts uses.
