Parking Dispute Process

Individuals who receive a parking citation within the city of Aurora have the right to dispute the citation within 20 days of issuance. The following items are not valid reasons to dispute a citation:

  1. Lack of knowledge of the city’s parking regulations
  2. Appointment conflicts or tardiness going or returning from appointments
  3. Inability to find a legal parking space
  4. Failure to have appropriate or sufficient amount of payment
  5. Broken or malfunctioning parking pay station
  6. Short-term in violation area
  7. Non-receipt of the citation(s)
  8. Failure to observe posted signs

If you feel you improperly received a parking citation from the city of Aurora Park Aurora Program, you may dispute the citation online or by mail. If you wish to mail in your dispute, download the citation dispute form and mail the complete form to:

Mail-in dispute requests must be received within 20 days of citation issuance. Please note you may only dispute one citation per request form, either online or by mail.

Dispute Process

Step 1 – The dispute will initially be reviewed by Park Aurora Program staff to determine if it can be dismissed administratively by staff from the information you have submitted. Examples of administrative dismissals include, but are not limited to, missing signage and enforcement officer error. Within seven days of your dispute request, you will be advised in writing by mail or email the results of the administrative review. During this time, the citation will be held in abeyance (state of suspension, frozen) and will not be subject to late penalties or notices.

NOTE: The burden of proof rests with the applicant.

Step 2 – If not administratively dismissed in Step 1, your dispute request will automatically be set for an in-person hearing with a Parking Magistrate. Information on the time and date of the hearing will be included in the correspondence indicating the citation has been administratively upheld. All hearings with the Aurora Parking Bureau and Parking Magistrate are held at:

You will receive information about your upcoming hearing no later than seven days before the date of the hearing. A failure to appear at the hearing or to pay the citation before the hearing date will result in the citation fine amount doubling and the disputer will forfeit the right to additional disputes or appeals with the city of Aurora.

Step 3 – If the disputer is dissatisfied with the Parking Magistrate’s decision, the disputer has the right to request a formal Parking Trial with the Aurora Municipal Court. Requests for trial must occur within 10 days of the Magistrate Hearing date. Requests must be made in person at the Aurora Municipal Justice Center, located at:

NOTE: Additional court costs will apply regardless of the Trial Courts decision regarding the disposition of the appealed citation.

The Parking Trail is the final dispute option available. The decision of the trial judge is final.

A failure to pay the outstanding parking citation or request a Parking Trial with the Aurora Municipal Court within seven days of the hearing date will result in the citation fine doubling in cost.

Please note that individuals disputing a parking citation within the city of Aurora must first dispute the citation with the Aurora Parking Bureau and cannot initially dispute their citation with the Aurora Municipal Court.
