The Fletcher Plaza Urban Renewal Plan was first adopted on January 27, 2003. The original Plan did not include a Tax Increment Financing Area; however, it indicated that one could be created in the future by way of a plan amendment. As redevelopment has started to increase withi the central portion of the urban renewal area, the City is now considering amending the Fletcher Plaza Urban Renewal Plan to delineate a Tax Increment Financing (TIF) Area covering the equivalent of approximately one square block, with boundaries designed to support specific redevelopment projects. This TIF Area would contain four new food and beverage establishments and would: help to incentivize further diversification of the neighborhood commercial tax base, complement the offerings of the Aurora Cultural Arts District, and allow for future development incentives.
