What is Universal Preschool (UPK) Colorado?

The state of Colorado launched Universal Preschool (UPK) in the fall of 2023. UPK will offer 10-15 hours a week of state-funded, high-quality, voluntary preschool to every Colorado child who is age 4 in their year before entering kindergarten.  The program is being funded through Colorado House Bill 22-1295 that resulted from the voter-approved nicotine tax measure that passed in November 2020.

Families will apply for UPK through a universal online application. Slots will be awarded on a first-come-first-served basis, with considerations made for students who are already enrolled in a preschool program that they wish to continue in.

City of Aurora Preschools will offer a variety of UPK programs at each of our five locations.

Four-year-old students who have qualifying factors may also qualify for an additional 15 hours of preschool, where available. Full day slots will be limited. The state of Colorado will allocate those slots sometime this summer.

Any child in the year before kindergarten who is low income (household income below 270% of the 2023 federal poverty guidelines) AND has a Qualifying factor is eligible for additional hours of free preschool, pending eligibility confirmation.  Qualifying factors include:

  • A child who has limited English proficiency (a dual-language learner and the native language spoken in the child’s home is a language other than English, or the native language is not English)
  • A child who is currently in a foster care home or in non-certified kinship care
  • A child who is identified as homeless

Participation in a pre-k environment that is rich in play, activities, learning and positive social interactions help students transition to elementary school with a solid foundation. City of Aurora Preschools is excited to be able to provide UPK for 4-year-old students at all 5 of our Colorado Shines rated schools. Classes will begin Monday, Aug. 12, 2024 and run through May 2025.
